According to the Ministry of Finance’s Director General of Customs and Excise Askolani, OTP excise revenue has declined due to decreased production. In the first semester of 2021, OTP excise revenue was only Rp298 billion, down 28% year-on-year (yoy), while tobacco products excise increased 21% yoy, despite decreased production. To help the cigarette and OTP industry businesses survive, the government issued Minister of Finance Regulation No. 93/PMK.04/2021 allowing a postponement of payments for excise stamps to no later than 90 days after ordering.
